Uniform Law Expressdox conforms to the eSign Act of 2000 For electronic commerce to be successful, a body of law must exist that creates a uniform framework within which to develop the protocols that enable the exchange of goods and services in an "all digital" environment. By the late 1990s, the Internet revolution was well underway - but a bewildering array of on-line transaction schemes had been developed with only a nominal relationship to some form of centralized guidelines. By 1999, work was progressing on a new Federal law meant to act as a template for all states to adopt, with variations as required by local law. This Act, which came to be known as the Uniform Electronic Transactions Act, or UETA, - was developed by the National Conference of Commissioners on Uniform State Law (NCCUSL) for use by the US Government and each State Government. The UETA is an Act relating to the use of electronic on-line communications & contracts, electronic records and on-line signatures. The UETA framework is specifically referred to as the implementation guide in the landmark June 2000 Federal Electronic Signatures in Global and National Commerce Act. The eSign Act is a law enacted by the US Government in June of 2000 that gives electronic signatures (Digital Signatures) the same legality as traditional "wet" signatures placed on paper with pen and ink. The eSign Act was enacted by Congress to facilitate the use of electronic records and signatures in interstate and foreign commerce by ensuring the validity and legal effect of contracts entered into electronically. In order to preserve underlying consumer protection laws governing consumers' rights to receive certain information in writing, Congress also imposed special requirements on businesses wanting to use electronic records and signatures requiring the conspicuous posting and accessibility of any conditions upon demand by the consumer.
